Tesla may unlock downtown Toronto FSD Beta geofencing in version 10.69.3, according to the plan. The update should be launched next week.
Tesla expanded its FSD Beta program to Canada in the spring of 2022. However, driving Toronto downtown still required a human driver as the software did not work there. After the vehicle found itself in a restricted area, it transferred control to the driver. This is a small area of the city, however it causes inconvenience to some local testers.
This geofence for Toronto downtown was designated due to some specific features. In particular, the Toronto Transit Commission (TTC) trams run there. They move on rails that are located right in the middle of the road and perform maneuvers that are significantly different from standard vehicles on public roads. Obviously, this uniqueness added a lot more complexity and the company needed more time to train the cars to drive under such conditions.
However, it seems that soon Tesla owners in Canada will be able to freely use FSD Beta in downtown Toronto. CEO of the company, Elon Musk, in response to a question from one of the Canadian testers on Twitter, replied that this feature might appear in the new version of FSD Beta, 10.69.3.

Later, he also said that the release of the new version could be as early as next week, which means Tesla owners would not have to wait too long. Keep in mind that the timeline is still subject to change, as the creation of a new product always comes with many complexities that cannot always be resolved as quickly as desired.

Earlier it was reported that a Tesla Model Y with manufacturer's license plates, and with LIDAR equipment installed on the car, was spotted in downtown Toronto. It is possible that the vehicle was used for data collection and calibration, which allowed Tesla to remove the geofence and open this part of the city to the FSD Beta testers.
